TCx - Technical Capability (Qualification Gate)

  • Draft date: March 5, 2026
  • RFP: VNA Meals on Wheels 2.0
  • Proposing entity: 3Wrkz, LLC
  • Scope in this artifact: TC1, TC2, TC3, and TC4 only

Executive Summary

3Wrkz's proposed solution direction is aligned with the core technical expectations reflected in the Qualification Gate. The current materials support an integrated, Azure-oriented, custom-development approach with relevant Microsoft ecosystem experience. Where the final submission would benefit from a more explicit example or attachment, that need is identified below so the technical qualification package can be completed cleanly.

TC1 Requirement (from Qualification Gate tab)

The vendor must demonstrate or contractually commit that the proposed solution (whether an existing product, a configured platform, or a custom-built system) will provide, at a minimum, the following integrated functional capabilities. Information must flow between capabilities without manual re-entry:

  1. Client Intake and Referral Management
  2. Clinical Assessments and Care Plans
  3. Meal Scheduling and Route Optimization
  4. Financial Management and Billing (including Medicaid)
  5. Reporting and Compliance

TC1 Position

3Wrkz confirms that the proposed solution can satisfy TC1 and will contractually commit to delivering the five required integrated capability areas with information flowing between them without manual re-entry.

TC2 Requirement (from Qualification Gate tab)

Proposing organization has demonstrated experience integrating software solutions with Microsoft 365 ecosystem components (Azure AD/Entra ID, Microsoft Dynamics 365 Business Central, or Azure cloud services). Provide at least one example with a description of the integration scope.

TC2 Position

In the Qualification Gate matrix, TC2 is marked as Complies (x). 3Wrkz confirms relevant experience integrating software solutions with Azure cloud services and related Microsoft ecosystem components.

TC2 Current Integration Example

Project: MedCentris WoundMEDx Wound Care application.

Integration scope:

  • WoundMEDx is hosted in Azure.
  • WoundMEDx uses Azure Functions as an integration implementation point.
  • WoundMEDx integrates with the client's eCW system, which supports claims billing and related operational processes.

TC2 Additional Microsoft Environment Note

3Wrkz maintains foundational infrastructure already integrated with Azure AD and can enable Azure AD-based configuration where appropriate.

TC3 Requirement (from Qualification Gate tab)

Proposing organization (or its named subcontractors) has completed at least one data migration involving 50,000 or more records from a legacy system to a new platform within the last 5 years. Describe the source system, target system, record volume, and data validation approach.

TC3 Position

In the Qualification Gate matrix, TC3 is marked as Complies (x). 3Wrkz confirms that it can provide a qualifying migration example in the final submission, including the required source system, target system, record volume, and data validation approach.

TC3 Final Submission Guidance

The final submission will include a concise migration case study detailing the LSU Online migration, which handled over 280,000 records with rigorous validation controls.

Qualifying Migration Example: LSU Online

  • Source System: Jenzabar (Legacy student system)
  • Target System: Modern Campus Lifelong Learning (D1) / Salesforce
  • Record Volume: ~280,000+ total rows (including 136,000+ student enrollments and 72,000+ unique student records)
  • Data Validation Approach: Data validation included full dry-runs in a Test environment prior to production, strict record-count reconciliation between systems, automated duplicate detection via SQL/Data Loader, and iterative CSV-based cleansing for data quality issues (such as standardizing IDs and addressing invalid ZIP codes).

TC4 Requirement (from Qualification Gate tab)

For the minimum required capabilities in TC1, the vendor must attach a descriptive process diagram, workflow document, or architectural overview demonstrating how the proposed solution performs (or will perform upon deployment) these processes. If the approach is user-configurable or will be custom-built, the vendor must provide a best-practice scenario or reference architecture using the vendor's expertise with comparable organizations.

TC4 Position

In the Qualification Gate matrix, TC4 is marked as Complies (x). 3Wrkz confirms that the final submission will include the required process diagram, workflow document, or architectural overview describing how the TC1 capabilities are delivered within the proposed solution.

TC4 Submission Note

The detailed TC4 attachment is provided as a separate supporting deliverable within the full proposal package.
